APPO Communique
At the end of the three marches, in which over 100,000 people participated
and which were carried out today, the APPO puts forward the following:
1. – The APPO has decided to establish a Plantón in Santo Domingo de Guzmán.
2. – The APPO will not sit at the negotiation table called for by the
SEGOB (Secretary of the Interior) for the following reasons:
For the lack of seriousness with which Vicente Fox and Felipe Calderon
have regarded the dialog, appointing Deputy Interior Secretary Arturo
Chavez as lead negotiator, thus reducing dialog to the level it was at
three months ago when the SEGOB was more concerned with whether or not
FeCal (Felipe Calderon) would win in the courts, and was not paying
attention to the problem of Oaxaca.
Because they have not ceased their aggression against the people of
Oaxaca; they continue to search hundreds of houses; they continue to
detain hundreds of ordinary citizens; they continue their strikes against
the population. In a word, because they have established a de facto state
of emergency and have suspended the constitutional guarantees of our
State.
3. – To have real dialog, the SEGOB must demonstrate that it has the will
to do so. In order to set up any negotiation table, the following
conditions must be met:
1. – The immediate withdrawl of the military occupation and PFP.
2. – The exit of Ruiz.
3. – Release of all of our prisoners, including the more than 70 people
kidnapped yesterday by the PFP in co-ordination with the Policias
Ministerial y Preventiva del Estado de Oaxaca
4. – A guarantee for the Negotiating Committee of the APPO.
We hope that Fox and Calderon will reflect upon and correct the political
errors they have made; that they will demonstrate their willingness to
engage in dialog; and that they will order an immediate cease to the
aggression of the police aggressors against the people of Oaxaca.
