V. Functioning

The purpose of this is to allow routine expenditures to be made without involving everyone in NYMAA.
A particular example involves the General Assemblies; rent must be paid for a hall in which to hold a General Assembly meeting prior to the meeting. If a meeting were required to approve the payment of that rent it would become a catch-22, in which no meeting could occur.
